They also have extensive partnerships with businesses such as convenience stores and suppliers to the lottery. They also develop very specific constituencies that include the state legislators whose votes are needed to approve the lottery; teachers in those states in which a portion of the proceeds is earmarked for education; and the owners of the convenience stores that become the main vendors for the lotteries.<\/p>\n
