There are two main reasons why states enact lotteries, and one of them is legitimate: they need revenue to run their government. The other is a belief that gambling is inevitable, so the state might as well offer games and capture some of that money. This logic is flawed, and it leads to a series of problems for both the state and its citizens.<\/p>\n
One problem is that the lottery creates a large number of gamblers, which can lead to gambling problems and even crime. The other problem is that the state cannot control how much money is spent on a particular game. Neither of these problems would be as significant if governments did not rely so heavily on gambling revenues to run their operations.<\/p>\n
When states enact lotteries, they set themselves up for long-term financial problems. They legislate a state-run monopoly; hire a public corporation to run the lottery (as opposed to licensing private firms in return for a portion of the profits); start with a small number of relatively simple games; and then, under constant pressure to increase revenues, introduce new and more complex games. They were used to raise funds for town fortifications, poor relief, and other civic projects. Lotteries were also common in the early American colonies, with Benjamin Franklin sponsoring a lottery to fund cannons for Philadelphia\u2019s defense against the British.<\/p>\n
But, while it\u2019s true that people like to gamble, the bigger issue here is that the lottery dangles the promise of instant riches in front of a lot of people who can\u2019t afford to play. And, of course, it\u2019s also sending the message that gambling is okay.<\/p>\n
The other big problem is that lotteries are regressive. Most people who play the lottery are from middle- and upper-income neighborhoods, while lower-income people participate at significantly lower rates. The result is that the lottery skews income distribution in the state. This is a major issue because the lottery makes it easier for governments at every level to justify ever-increasing taxation. In the midst of an anti-tax era, it\u2019s particularly important to think carefully about the purpose of lotteries. Do we really want our governments to be dependent on this type of revenue?
